Salford pioneers landlord licensing scheme

Landlords who have properties in the Seedley and Langworthy areas of Greater Manchester are now required by law to apply for a licence.
In order to acquire a licence, landlords will have to pass a "fit and proper person test", provide information about their management arrangements and be able to fulfil other criteria.
The aim of licensing is to help reduce anti-social behaviour and encourage people to rent in these two areas of Salford, which is the first city in the country to implement such a scheme.
Salford MP Hazel Blears: "This is fantastic news for local people as it will now give much-needed protection both to the tenants themselves and to the community as a whole.
"The scheme shows that Salford is once again at the forefront of ensuring the safety of local people."
Selective licensing proposals for Broughton, Charlestown and Kersal are also in the pipeline. Landlords found operating without a licence face fines of up to £20,000.
The city council recently announced the creation of the role of anti-social behaviour officer who will provide assistance to landlords dealing with nuisance tenants.
