Rics forces Hips u-turn from government
23/05/2007
In news that may be of interest Manchester property owners, the government's controversial roll-out of home information packs (Hips) has been delayed due to legal action by the Royal Institution of Chartered Surveyors (Rics).
Hips were due to be implemented on June 1st, but the government has been forced to change the way the packs are rolled out.
From August 1st, homes with four bedrooms or more will be required to have a pack, with more properties needing Hips by the close of the year.
Furthermore, sellers will be able to put their properties on the market as soon as they commission a Hip instead of having to wait for the complete document to come through.
The government was also forced to admit that are not enough surveyors trained and accredited to provide energy performance certificates.
Rics sought the judicial review earlier this month over the government's "failure to carry out proper consultation prior to implementing new legislation to bring in Hips".
